Well, it's not exactly a rule, it relies more in the drivers' will. Some wait for you, some don't (or can't because of race situation), many factors involved. I haven't seen the incident so I can't give an opinion.
My qualifying went well. Still working on the car's setup due to little practice. Time was enough for third place, what was good enough.
I had planned refueling for the pitstop which sould last around a minute when I read Nikos saying pitstop would be around 40 seconds. Something wrong in my pitstop? Then I thought that maybe refueling and tire changing weren't done simultaneously so I went quickly for a pitstop with no refueling and I discovered it was that way, so I quickly changed my pitting strategy and added fuel for the whole race for the start.

Lost third place to Scott at turn 1 which I was able to regain later.
I could keep the pace of the leaders and race David and Kristijan. By lap 4 I overtook Kristijan and a lap later I went to do my pitstop. I relied on the rpm counter lights, just slightly above the second green light to be around 90 something km/h, but I may have been too over enthusiastic and received a drive through for speeding.
That costed me the fight with the leading drivers, but at least I was able to recover up to third place.

Starting 7th I entered turn1 very carefully losing a couple of places but quickly the cars ahead went into trouble and I quickly found myself in the leading places. Had an interesting battle with Mel, very hard fighter but finally I was able to overtake him.
Later after being able to pass Edwin I was in second place a couple of seconds behind David. I went for my pitstop, this time careful not to get a penalty but couldn't get an advantage on David.
I was happy with my pace, not good enough to atack David but at least I was able to improve lap by lap doing by best lap of the race in the final lap.
